The Quartz District is planned as a vibrant mixed-use development to include office, retail and residential.
Currently our contract covers only the residential and roadway work portions of the project — 40 acres of the overall 145-acre site. This scope includes moving over 500,000 cubic yards of earth, installing seven miles of utilities, pushing a sanitary pipe through an existing casing for the outfall, and completing a watermain bore under Prince William Parkway to connect the system for the planned 264 residential units.
Construction of the commercial portion of the development is scheduled to begin in 2026.

The install of wet utilities, getting the parking lot and building pad on grade has consisted of several weeks of blasting, hammering rock, and sink hole remediation.

The project began in October 2024 with the Early Grading Plan. WAH has been awarded 4 sections at this time, Sec 1/2A, EGP, Centreport Parkway Improvements, and Sec 2B/4A. These sections combine to roughly 450,000 CY of earthwork, one bore underneath Potomac Creek, three bores under Centreport Parkway, and the widening of the existing Centreport Parkway. The first phase, Sec 1/2A, is scheduled to be delivered in September 2025.

WAH mobilized to site in July 2025 and with an expected completion in the Spring of 2026. The project began with a demo of the existing building and parking lot. WAH will install roughly 1.5 miles of wet utilities throughout the duration of the project while providing access to neighboring DMV, maintaining storm water drainage to the pond from the parking lot, and protecting existing water mains to the shopping center.

The two proposed lines run parallel to one another for the majority of the project, bringing water & sewer service up to a future development for a repeat customer. The sewer is extremely deep, the majority 22′-30′ in depth. Both lines cross an active creek and multiple roadways – including the Dulles Greenway, necessitating 8 jack and bores.
Most of the project lies within a 50′ wide easement with limited access points, and the proposed grade of the sanitary sewer is well below 0.5% for the entire length of the project.
The WAH team is tackling these features, as well as common conditions of existing utilities and varying rock types, head-on with a combination of multiple top-notch crews and innovative means and methods and is on track to deliver public utility service to our customer on time and on budget.

The project consists of roughly 10 miles of wet utility installation, pump station construction, and just shy of 500,000 CY of earthwork. WAH will also be extending the turn lanes on Rte. 340 in both directions to improve the entrance into the development.
