Chief Roadway Estimator
William A. Hazel, Inc., a total site development contractor for over 50 years, is looking for a Chief Public Procurement Estimator. The individual in this position will be responsible for reviewing project plans, requirements, and specifications. Building relationships with clients, reviewing RFPs, preparing estimates, submitting bids, and managing projects from inception to startup then as needed during life of project. Experience with VA and WV DOT preferred.
Essential Functions:
- Review upcoming and available projects to understand requests and proposals and the scope of work for each upcoming proposal.
- Prepare cost estimates and timing of labor, take-offs, trucking, equipment, etc. to complete the scope of work outlined within bidding documents.
- Solicit subcontractor and/or supplier information & pricing for required materials.
- Request and obtain bids from subcontractors. Prepare instructions to bidders, bid form and other bid solicitation information as required.
- Upon award of bid, assist project team aspects of the work to complete the project award and startup.
- Prepare project designs and plans using computer assisted design software and equipment as applicable.
- Work with Project team to plan, organize, and direct activities concerned with assigned projects
- Monitor and control projects through administrative direction of CM to ensure project is completed on schedule and within budget.
- Attend departmental meetings as required.
- Develop and maintain relationships with company vendors, clients, and subcontractors to facilitate project activities.
- Utilize bid data to prepare detailed cost analysis and proposal
- Present prepared estimates to management and participate in client project negotiations
- Reports to Vice President of Engineering.
Requirements:
- Excellent analytical skills and attention to details
- 5-10 years of experience in heavy construction and /or 5 years construction estimating
- Prefer a knowledge of Heavy Bid Estimating Software.
- Proficient in scheduling using Microsoft Project or equal.
- Ability to read and interpret construction drawings, specifications, and technical documents
- Excellent written and interpersonal communication skills
- Efficient time management skills
- Bachelor’s degree in Engineering, Construction Management, or related field; or 5+ years of relevant combination of education and work experience.
- Knowledge and understanding of environmental regulations
- Strong focus on safety
